  • Village of Swanton – Formal Opposition to Proposed Extended Power Outage Standards

Please see the attached. This is a formal letter that has been issued directly to Toledo Edison/FirstEnergy on behalf of the Village of Swanton outlining our strong opposition to proposals that would permit longer and more frequent power outages, as well as documenting the ongoing impacts our community has experienced since October 10 due to repeated substation failures and service interruptions.   The Village of Swanton believes reliable electric service is essential to public health, safety, and economic stability. Given the prolonged and compounding effects these outages have had on municipal infrastructure, local businesses, and residents—particularly during winter conditions—we felt it necessary to place our position clearly and publicly on the record.   We respectfully request that this letter be reviewed and considered as part of any regulatory, legislative, or operational discussions related to electric service reliability standards. All that have been cc’d on the attached letter have been emailed.

  • Water & Sewer Rates

💧 2026 Water & Sewer Rates – Village of Swanton 💧 We want to take a moment to provide clarity regarding the 2026 Water and Sewer rates  for Village of Swanton residents and business owners. ✔️ Annual Rate Plan (Adopted in 2017) The Village has followed a long-term, planned annual rate adjustment  for water and sewer services since 2017. These incremental adjustments were put in place to ensure the systems remain financially sustainable and able to support operations, maintenance, and future infrastructure needs. ✔️ RCAP Study (Completed in 2024) In 2024, the Village completed a RCAP (Rural Community Assistance Program) rate study , which reviewed the financial health and operational needs of both the Water and Sewer systems. This study confirmed the importance of continuing the existing rate structure to support system operations and long-term stability. ✔️ Recent Council Action – Fund Reallocation (Not a Rate Increase) Council recently approved a reallocation of how collected funds are split between Water and Sewer .🔹 This action did NOT create an additional rate increase 🔹 It simply ensures that funds already being collected are properly balanced  to support Water and Sewer plant operations independently and responsibly. 📄 2026 Water & Sewer Rates The attached rate sheet reflects the 2026 Water and Sewer rates , which are in line with Council’s previously approved plan  for the coming years. We appreciate everyone’s understanding as we continue to responsibly manage essential utilities that serve our residents and businesses every day. If you have questions, please feel free to contact the Village Office. Thank you for your continued support of the Village of Swanton.

  • Understanding the Stormwater Situation on Munson Road

We want to provide some clarity regarding the recent questions and concerns surrounding stormwater drainage on Munson Road. When the Munson Road project was designed, the inclusion of stormwater infrastructure was not part of the original plan. At the time, the Village had not been made aware of any significant drainage issues in this area. It wasn’t until last fall that stormwater concerns were brought to our attention by a resident, specifically related to the east side of Munson Road. There is currently an old stormwater line running through the field and draining out to Airport Highway. Based on our understanding, this line is county-owned, and it is also outdated and compromised in several areas. The Fulton County officials have offered to transfer ownership of this line to the Village since it now lies within our municipal boundaries. However, taking ownership would mean accepting responsibility for its rehabilitation and long-term maintenance, which includes significant challenges such as repairing or rerouting the pipe beneath Airport Highway—a costly and complex undertaking. At this time, the Village does not plan to assume ownership of this line but is committed to continuing dialogue with Fulton County to explore potential collaborative solutions. We recognize that at least three properties on the east side of Munson Road are experiencing persistent drainage problems during heavy rain fall, and we’re actively evaluating viable options to assist. Unfortunately, due to elevation constraints and the existing layout, rerouting stormwater to the road and then north toward Ai Creek near Mettabrook Drive is not a feasible solution. You may also wonder about the $3 monthly stormwater charge on your utility bill. This fee applies to all residents and businesses—even those who do not have direct storm infrastructure at the road. The reasoning behind this is to support the ongoing costs of storm and sewer separation projects, which are mandated by the Environmental Protection Agency (EPA). These projects are part of a long-term effort to improve public infrastructure, reduce environmental impact, and meet compliance standards. We appreciate your patience and understanding as we continue working through these challenges. Please know that we are actively engaged in conversations and are seeking a solution that benefits our residents while also remaining financially and logistically responsible. — Village of Swanton Administration
