Understanding the Stormwater Situation on Munson Road

We want to provide some clarity regarding the recent questions and concerns surrounding stormwater drainage on Munson Road.
When the Munson Road project was designed, the inclusion of stormwater infrastructure was not part of the original plan. At the time, the Village had not been made aware of any significant drainage issues in this area. It wasn’t until last fall that stormwater concerns were brought to our attention by a resident, specifically related to the east side of Munson Road.
There is currently an old stormwater line running through the field and draining out to Airport Highway. Based on our understanding, this line is county-owned, and it is also outdated and compromised in several areas. The Fulton County officials have offered to transfer ownership of this line to the Village since it now lies within our municipal boundaries. However, taking ownership would mean accepting responsibility for its rehabilitation and long-term maintenance, which includes significant challenges such as repairing or rerouting the pipe beneath Airport Highway—a costly and complex undertaking.
At this time, the Village does not plan to assume ownership of this line but is committed to continuing dialogue with Fulton County to explore potential collaborative solutions. We recognize that at least three properties on the east side of Munson Road are experiencing persistent drainage problems during heavy rain fall, and we’re actively evaluating viable options to assist. Unfortunately, due to elevation constraints and the existing layout, rerouting stormwater to the road and then north toward Ai Creek near Mettabrook Drive is not a feasible solution.
You may also wonder about the $3 monthly stormwater charge on your utility bill. This fee applies to all residents and businesses—even those who do not have direct storm infrastructure at the road. The reasoning behind this is to support the ongoing costs of storm and sewer separation projects, which are mandated by the Environmental Protection Agency (EPA). These projects are part of a long-term effort to improve public infrastructure, reduce environmental impact, and meet compliance standards.
