The Public Works & Utilities Department of the Village of Swanton is dedicated to providing essential services that enhance the quality of life for residents and businesses. This department manages a wide array of functions, including the maintenance and improvement of infrastructure, utility services, and public facilities, ensuring a safe, clean, and efficient environment.

The Division of Public Service offers a wide range of essential services to the community, ensuring efficient operations throughout the Village. While leaf pickup, refuse, and recycling services are contracted through third-party providers, the Division remains responsible for overseeing these functions. Additionally, the Street Survey and Analysis (updated Spring 2020) was conducted by a third party to help guide future road improvement projects. Superintendent of Water Resource Recovery Facility
Joe Tillison
The Division of Water Resource Recovery is responsible for maintaining the Class III Water Resource Recovery Facility, ensuring that wastewater is properly treated using processes approved by the Ohio Environmental Protection Agency (EPA). Licensed operators work diligently to meet regulatory standards and protect the environment.

The division is led by Joe Tillison, who joined the Village of Swanton in January 2024. As Superintendent of Water Resource Recovery, Joe oversees the operation of the facility and the collection system, ensuring the Village complies with Ohio EPA regulations. Joe holds a Class III Wastewater Operator License and brings over 20 years of experience in wastewater management.

Superintendent of Water Purification and Distribution
Ryan Yackee
The Division of Water Purification is tasked with maintaining the Class III Water Plant and overseeing the Swanton Reservoir, ensuring that residents receive safe, high-quality water. Licensed operators continuously monitor and maintain water quality standards to meet regulatory requirements for the Village of Swanton. The latest 2023 CCR Water Quality Report and the Backflow Prevention and Cross Connection Control Brochure provide detailed information about water safety and measures in place.

The division is led by Ryan Yackee, Superintendent of Water Purification and Distribution, who joined the Village of Swanton in January 2018. His responsibilities include managing the water treatment plant, overseeing the distribution system, and ensuring compliance with Ohio EPA regulations. Ryan holds a Class 3 Water Supply license from the Ohio EPA and is an active member of the American Water Works Association. Before joining the Village of Swanton, Ryan worked for the City of Wauseon Water Treatment Plant.
